Beginner-Friendly Hosting for Static Website?

Hello, I’m completely new to hosting and just need a simple VPS for a personal website and maybe a blog later. I don’t need much—1GB or 2GB RAM is fine, basic CPU, and small SSD. Budget is under $10/month. Can I rely on Aspnix.com vps hosting? Would prefer something in Europe for faster loading times. Also, easy setup or control panel would be great.
